Article 32

1.   In the context of the financial implementation of the operations referred to in Article 2, the Commission shall perform the duties of authorising officer. 2.   The Commission shall determine the staff of an appropriate level to whom it delegates the duties of authorising officer, the scope of the powers delegated and the possibility for the persons to whom these powers are delegated to sub-delegate them. 3.   The powers of authorising officer shall be delegated or sub-delegated only to staff. 4.   Authorising officers by delegation or sub-delegation may act only within the limits set by the instrument of delegation or sub-delegation. The responsible authorising officer by delegation or sub-delegation may be assisted in his task by one or more members of staff entrusted, under his responsibility, to carry out certain operations necessary for the implementation of EDF resources and presentation of the accounts.
