Article 92
1. The following shall be contracting authorities for the purposes of this Title: (a) the beneficiary ACP States or bodies duly mandated by them in so included official regional bodies, or their representatives; (b) the Commission, in the case of contracts awarded on its own account; (c) the Commission, on behalf of and for the account of one or more beneficiary ACP States; (d) a national or international public sector body or natural or legal persons who have signed a financing agreement or grant agreement with one or more ACP countries or with the Commission for the implementation of a programme or project. 2. The procurement procedures shall be laid down in the financing agreements referred to in Article 70(3).
