Article 23

1. The Council shall implement modifications to Annex I on the basis of the determinations made by the Security Council or by the Committee. 2. The Council, acting by unanimity on a proposal from Member States or from the High Representative of the Union for Foreign Affairs and Security Policy, shall establish the list in Annex II and adopt modifications to it.
