Eligibility criteria

1. A project shall be eligible for funding where the following criteria are fulfilled: (a) the project must fall into one of the categories set out in Part A of Annex I; (b) the project must comply with the requirements set out in Part B of Annex I; (c) the projects listed in Part A.II of Annex I must be innovative in nature. Existing, proven technologies are ineligible. 2. Where a Member State is not in a position to submit proposals for projects falling under any of the subcategories specified in Part A.II of Annex I which meet the relevant thresholds to the EIB pursuant to Article 5(3), proposals for projects below the relevant thresholds for any of the subcategories concerned may be submitted by this Member State and shall be considered eligible for the award of financing by way of derogation from paragraph 1.
