Article 3

1. This Regulation shall enter into force on the third day following its publication in the Official Journal of the European Union . 2. It shall apply as from 1 January 2014 except for Article 1, point 44, and Article 1, point 73(d) which shall apply as from the date of entry into force of this Regulation.
