Licence or authorisation

Article 16

Economic operators shall be in possession of a licence or authorisation which entitles them to engage in the manufacture, storage, use, import, export, transfer or trade of explosives. The first paragraph shall not apply to employees of an economic operator possessing a licence or authorisation.
