Exception to the de-commitment
Article 65
1. The amount concerned by de-commitment shall be reduced by the amounts that the Managing Authority has not been able to declare to the Commission because of: (a) projects suspended by a legal proceeding or by an administrative appeal having suspensory effect; or (b) reasons of force majeure seriously affecting the implementation of all or part of the programme; (c) application of Articles 61 or 62; 2. By 15 February, the Managing Authority shall send to the Commission information on the exceptions referred to in paragraph 1 for the amount to be declared by 31 December of preceding financial year.
