Article 12

1. The Council shall implement modifications to Annexes I, III, V and VI on the basis of the determinations made by the Security Council or by the Committee. 2. The Council, acting on a proposal from Member States or from the High Representative of the Union for Foreign Affairs and Security Policy, shall establish the lists in Annexes II and IV and adopt modifications thereto.
