More stringent requirements adopted by Member States
Article 31
1. Member States may apply within their territories more stringent measures than those adopted pursuant to Article 28(1), (2) and (3) and Article 30(1), (3) and (4), if justified by the objective of phytosanitary protection and in accordance with the principles set out in Section 2 of Annex II. Those more stringent measures shall not impose, or result in, any prohibitions or restrictions on the introduction into, or movement within and through, the Union territory of plants, plant products and other objects, other than those imposed by Articles 40 to 58 and 71 to 102. 2. Member States shall immediately notify the Commission and the other Member States of measures taken by them in accordance with paragraph 1. Member States shall, on request, submit to the Commission and the other Member States an annual report on the measures taken in accordance with paragraph 1.
