Monitoring
Article 52
1. ENTSO for Electricity shall monitor the implementation of this Regulation in accordance with Article 8(8) of Regulation (EC) No 714/2009. Monitoring shall cover in particular the following matters: (a) identification of any divergences in the national implementation of this Regulation for the items listed in Article 4(2); (b) consistency assessment of system defence plans and restoration plans carried out by TSOs in accordance with Article 6; (c) thresholds above which the impact of actions of one or more TSOs in the emergency, blackout or restoration states is considered significant for other TSOs within the capacity calculation region in accordance with Article 6; (d) the level of harmonisation of the rules for suspension and restoration of market activities established by the TSOs in accordance with Article 36(1) and for the purposes of the report provided for in Article 36(7); (e) the level of harmonisation of the rules for imbalance settlement and settlement of balancing energy in case of market suspension, referred to in Article 39. 2. The Agency, in cooperation with ENTSO for Electricity, shall produce by 18 December 2018 a list of the relevant information to be communicated by ENTSO for Electricity to the Agency in accordance with Articles 8(9) and 9(1) of Regulation (EC) No 714/2009. The list of relevant information may be subject to updates. ENTSO for Electricity shall maintain a comprehensive, standardised format, digital data archive of the information required by the Agency. 3. Relevant TSOs shall submit to ENTSO for Electricity the information required to perform the tasks referred to in paragraphs 1 and 2. 4. Following a request of the relevant regulatory authority in accordance with Article 37 of Directive 2009/72/EC, DSOs and the entities pursuant to Article 39(1) shall provide TSOs with the information under paragraph 2 unless that information is already available to the regulatory authorities, TSOs, the Agency or ENTSO for Electricity in relation to their respective implementation monitoring tasks, with the objective of avoiding duplication of information.
