Where the nationality of the vessel is unknown, the code to use is ‘ZZ’. ( 2 )   When a NUTS code does not exist for the country of registration of the vessel, the ISO national code shall be reported. Where the nationality of the vessel is unknown, the code to use is ‘ZZ’.
