Principle of universality

Article 7

1.   Article 20 of Regulation (EU, Euratom) 2018/1046 shall apply. Without prejudice to Article 8 of this Regulation, total revenue shall cover total estimated payments. 2.   The revenue referred to in point (c) of Article 8(2) of this Regulation shall automatically decrease payments made against the commitment from which it was generated. 3.   The Union may not raise loans within the framework of the 11th EDF.
