Renunciation of free allocation of allowances

Article 24

1.   An operator that has been granted free allocation of allowances may renounce it in respect of all or certain sub-installations at any time during the relevant allocation period by submitting an application to the competent authority. 2.   After assessing the relevant information, the competent authority shall submit to the Commission the revised final annual amount of emission allowances allocated free of charge for the installation concerned as described in Article 23(2). The revised allocation shall concern the calendar years following the year of the application referred to in the paragraph 1. 3.   The Commission shall adopt a Decision as regards the renunciation and shall follow the procedure referred to Article 23(4). 4.   The operator shall have no right to withdraw its application referred to in paragraph 1 the same allocation period.
