Entry into force and application

Article 3

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union . It shall apply from 9 September 2021. However, Article 2 shall apply from 1 December 2019. Substances and mixtures may, before 9 September 2021, be classified, labelled and packaged in accordance with Regulation (EC) No 1272/2008 as amended by this Regulation. This Regulation shall be binding in its entirety and directly applicable in all Member States.
