Article 2
1. All funds and economic resources belonging to, owned, held or controlled by any natural or legal person, entity or body as listed in Annex I shall be frozen. 2. No funds or economic resources shall be made available, directly or indirectly, to or for the benefit of natural or legal persons, entities or bodies listed in Annex I. 3. Annex I shall include natural or legal persons, entities or bodies: (a) responsible for, or having directly or indirectly engaged in, providing support to, or benefitting from, actions or policies that threaten the peace, stability or security of Sudan; (b) obstructing or undermining efforts to resume the political transition in Sudan; (c) obstructing the delivery of, access to, or distribution of humanitarian assistance in Sudan, including attacks on health and humanitarian workers and the seizure and destruction of humanitarian or health infrastructure and assets; (d) involved in planning, directing or committing acts in Sudan that constitute serious human rights violations or abuses or violations of international humanitarian law, including killings and maimings, rape and other serious forms of sexual and gender-based violence, abduction and forced displacement; (e) associated with the natural or legal persons, entities or bodies covered by points (a) to (d).
