Article 1

1. The Commission is hereby authorised to open negotiations with the Kingdom of Norway for an agreement between the European Union and the Kingdom of Norway on the transfer of Passenger Name Record (PNR) data from the European Union to the Kingdom of Norway for the prevention, detection, investigation and prosecution of terrorist offences and serious crime. 2. The negotiations shall be conducted on the basis of the negotiating directives of the Council set out in the addendum to this Decision.
