Governance, implementation and reporting

Article 4

1.   The Steering Committee shall be the decision-making body of the ESDC. 2.   The ESDC shall work under the overall responsibility of the High Representative of the Union for Foreign Affairs and Security Policy (High Representative). 3.   The overall steering of the ESDC’s priorities and activities is the responsibility of the Council.The ESDC shall regularly inform the Council on its activities. It shall submit to the Council each year a report on its activities covering the previous calendar year.
