By 1 January 2030 and every three years thereafter, the Commission shall submit to the European Parliament and to the Council a report on the effects of the GSP and the progress made towards achieving the objectives of this Regulation, covering the most recent three-year period and all of the preferential arrangements referred to in Article 1(2), and the monitoring activities of the Commission, including non-confidential information regarding complaints submitted through the SEP and which are relevant for this Regulation. By 1 January 2033, the Commission shall submit to the European Parliament and to the Council a report on the application of this Regulation. That report may in particular consider the list of relevant conventions in relation to updates from the UN monitoring bodies, including on fundamental principles and rights at work, and the country graduation and transition mechanisms particularly with regard to least-developed countries. That report may, where appropriate, be accompanied by a legislative proposal.
