AN ACT REQUIRING JUSTICES OF THE PEACE AND JUDGES OF COURTS OF FIRST INSTANCE, OF THE COURT OF LAND REGISTRATION, AND OF MUNICIPAL COURTS TO CERTIFY ON THEIR APPLICATIONS FOR LEAVE AND UPON SALARY VOUCHERS AND PAY ROLLS THAT ALL SPECIAL PROCEEDINGS, APPLICATIONS, PETITIONS, DEMURRERS, MOTIONS, AND ALL CIVIL AND CRIMINAL CASES UNDER SUBMISSION FOR OR DETERMINATION FOR A PERIOD OF NINETY DAYS OR MORE HAVE BEEN DETERMINED AND DECIDED ON OR BEFORE THE DATE OF MAKING SUCH CERTIFICATE, AND PROVIDING THAT NO LEAVE SHALL BE GRANTED OR SALARY PAID UNTIL SUCH CERTIFICATE SHALL HAVE BEEN MADE.

Section 1

SECTION 1. Justices of the peace and judges of Courts of First, Instance, of the Court of Land Registration, and of municipal court shall certify on their applications for the leave prescribed by Act Numbered Eight hundred and sixty-seven, and upon salary vouchers presented by them for payment, and upon all pay rolls upon which their salaries are paid, that all special proceedings, applications, petitions, demurrers, motions, and all civil and criminal cases which have been under submission for decision or determination for a period of ninety days or more have been determined and decided on or be Core the date of making the certificate, and no leave shall be granted and no salary shall be paid without such certificate.

In case any special proceeding, application, petition, demurrer, motion, civil or criminal case is resubmitted upon the voluntary application or consent in writing of all the parties to the case, cause, or proceeding, and not otherwise, the ninety days herein prescribed within which a decision should be made shall begin to run from the date of such resubmission.

Section 2

SEC. 2. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.

Section 3

SEC. 3. This Act shall take effect on December thirty-first, nineteen hundred and six.
