SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, as Insular aid to the Department of Mindanao and Sulu for the fiscal year ending December thirty-first, nineteen hundred and fourteen:
(a) For primary industrial and agricultural schools, and the establishment and maintenance of public dispensaries and hospitals in the Department of Mindanao and Sulu, to be disbursed by the legislative council of said department or its successor

(b) For extension and maintenance of the Insular telegraph lines or wireless stations to establish communication with Butuan, provincial capital of Agusan, to be expended by the Director of Posts under the supervision of the Secretary of Commerce and Police
35,000.00
