SECTION 1. Section three of Act Numbered Seventy-three, entitled "An Act providing for the examination and licensing of applicants for the positions of master, mate, and patron of seagoing vessels," is hereby amended so as to read as follows:
"SEC. 3. Every applicant for license as master, mate, or patron shall lie a citizen of the United States or of the Philippine Islands, notwithstanding any provisions in the existing Spanish laws to the contrary: Provided, however, That every citizen or subject of any other country who is now acting as master, mate, or patron of any vessel flying the American that may continue to act as such for the period of two years from the date of the passage of this Act, but nothing herein contained shall restrict or limit the power of the board lo revoke a license where granted under the provisions of this Act or by virtue of former legislation, for incompetency."
