SEC. 2. At the request of any Department Head, the Emergency Board may authorize the transfer of any unexpended balance of the appropriations for "salaries and wages" to any item under "miscellaneous expenses" of the same Bureau or Office, if the interests of the public service so require it, any provisions of existing law to the contrary notwithstanding.
SEC. 3. Any provisions of existing law to the contrary notwithstanding, no person shall be employed under contract by the Insular Government unless this be authorized by an appropriation in this Act.
SEC. 4. Existing provisions of law to the contrary notwithstanding, no allowance shall be granted to employees p for transportation of their own use on official business, without the approval of the Emergency Board.
SEC. 5. This Act shall take effect on January first, nineteen hundred and twenty-five.
