Section 1

SECTION 1. Section nine hundred and sixty-eight of Act Numbered Twenty-seven hundred and eleven, known as the Administrative Code, is hereby amended to read as follows :

"SEC. 968. Except as provided in the foregoing section, a vacancy in any grade in the commissioned service shall be filled by promotion from the grade next below that of the position in question. All promotions to such vacancies shall be made fifty per cent by seniority and fifty per cent by selection."

SEC. 2. This Act shall take effect on its approval.
