SEC. 2. All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on July thirtieth, nineteen hundred and twenty-six, and all balances of appropriations remaining unexpended on July thirtieth, nineteen hundred and twenty-seven, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.

AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS.
SEC. 3. The sums appropriated by paragraphs (a), (c), (m), (r), (t), (v), (w), (aa), (cc), (dd), and (ee-4) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs, except those of paragraph (ee), shall be available for immediate expenditure by the Director of Public Works: Provided, however, That in all the constructions above specified and in any others which may be undertaken by the Insular Government or by any provincial or municipal government, in which it is necessary to use cement, the use of cement manufactured by the company or companies financed by the Government shall be obligatory whenever such cement is available.
SEC. 4. This Act shall take effect on January first, nineteen hundred and twenty-six.
