Section 1

SECTION 1. The Director of Education is hereby authorized to issue regulations for the use, free of charge, for the instruction of illiterates, of the buildings used for public elementary and high schools by the municipalities and provinces of the Philippine Islands, including the City of Manila.

Section 2

SEC. 2. All acts or parts of acts inconsistent with this Act are hereby repealed.

Section 3

SEC. 3. This Act shall take effect on its approval.
