See Printed Copy Volume 23 Public Laws Page 16 to 209 SEC. 2. Any provisions of existing law to the contrary notwithstanding, no person shall be employed under contract by the Insular Government unless this be authorized by an appropriation in this Act.
SEC. 3. No amount from any of the appropriations for maintenance and repairs and purchases of supplies and materials in any Bureau or Office of the Government shall be used to pay for repairs and maintenance and purchases of supplies and materials made during the year 1927.
SEC. 4. This Act shall take effect on January first, nineteen hundred and twenty-eight. Approved, December 2, 1927.
