SECTION 1. The Director of Education with the approval of the Secretary of Public Instruction, and the President of the University of the Philippines with the approval of the Board of Regents, are hereby empowered and directed to issue rules and regulations prescribing the use of uniforms by students of the public high schools, secondary trade, agricultural and normal schools and the University of the Philippines respectively. Provided, That preference shall be given to uniforms of Philippine made material whenever possible.
SEC. 2. The superintendents of schools in their respective divisions shall be given wide discretion in the choice of material and style for such uniform and in the enforcement of the rules and regulations prescribed under the authority of section one hereof to the end that economy may be effected among the students.
