All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on July thirtieth, nineteen hundred and twenty-eight, and all balances of appropriations remaining unexpended on July thirtieth, nineteen hundred and twenty-nine, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.
SEC. 3. The sums appropriated in paragraphs (a), (f), (n), (v), (w), (cc), and (jj) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs, shall be available for immediate expenditure by the Director of Public Works.
