SECTION 1. After this Act shall have taken effect, it shall be unlawful and strictly prohibited to import, bring, or introduce into the Philippine Islands any class of Portland cement not in accordance with the specifications required by the Government of the Philippine Islands for its works, as established in Executive Order No. 19, of May 24, 1918, or as they may hereafter be established by any subsequent Executive Order.
This prohibition shall not apply to any class of Portland cement manufactured in the United States.
