Section 1

SECTION 1. Any officer of the United States Army designated by the commanding general of the Division of the Philippines for such purpose shall have the right to appear as attorney before any court in the Philippine Islands in all cases in which the United States Government shall have an interest direct or indirect.

Section 2

SEC. 2. The public good requiring the specify enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.

Section 3

SEC. 3. This Act shall take effect on its passage. Enacted, August 27, 1903.
