Section 1

SECTION 1. Melecio Marquez is hereby granted an extension of one hundred days of the time granted him for accepting the conditions of the franchise contract awarded to him by Act Numbered Forty-one hundred and thirty-seven: Provided, That the franchise shall be understood to be for only twenty-five years and shall not be transferable except with the approval of the Philippine Legislature.

Section 2

SEC. 2. This Act shall take effect on its approval.
