SECTION 1. For the purpose of carrying out the campaign for the control of the coconut leaf miner and other plant pests and diseases, the Director of Plant Industry is hereby authorized, with the approval of the Secretary of Agriculture and Commerce, to use such amount from the two hundred thousand pesos appropriated by Act Numbered Thirty-nine hundred and twenty-four, as may be deemed necessary to be spent, for the purposes of and in the same manner as specified in the case of locusts under section one of the said Act.
