SECTION 1. A sum not to exceed twenty-five thousand pesos is hereby set aside annually from the income of the penal colonies, to constitute a special fund which shall be disbursed, subject to the approval of the Philippine Legislature, for the promotion and development of agriculture, and industry in the penal colonies and for encouraging and promoting vocational training among the colonists.

SEC. 2. This Act shall take effect on its approval.
