"SEC. 2. The new municipality shall acquire corporate existence upon the appointment and qualification of the first mayor and a majority of the members of the Sangguniang Bayan who shall be appointed by the President (Prime Minister) of the Philippines, within thirty days after the approval of this Act."
SEC. 2. This Act shall take effect upon its approval. Approved, March 5, 1979.
