Section 2

SEC. 2. The President of the Philippines upon the recommendation of the Prime Minister, after public hearing, whenever the cost for registering large cattle s may increase the rates of registration fees by not more than fifty percent or decrease the same by not more than ten percent.

Section 3

SEC. 3. The Minister of Finance shall, with the approval of the Prime Minister, issue such rules and regulations for the effective implementation of this Act, which shall take effect fifteen day, following its publication in a newspaper of general circulation in the Philippines

Section 4

SEC. 4. The provisions of Section 6 of Presidential Decree Numbered Nine hundred fourteen and other laws, acts, decrees, executive orders, proclamations, regulations or parts thereof which are inconsistent herewith are hereby repealed or modified accordingly.

Section 5

SEC. 5. This Act shall take effect upon its approval.
