WHEREAS, in view of the lack of qualified personnel with experience in research, the National Museum has embarked on a program of scholarships by sending promising young men abroad for advanced studies; WHEREAS, after training them, most are leaving the Museum for better paying opportunities being offered by some government agencies or private enterprise, and in fact the Museum has lost several technically-trained men in view of the low salary scales; and
WHEREAS, in order to improve the capability of the technical men of the Museum and prevent them from transferring to other offices it is necessary to augment their salaries in the form of monthly incentive allowance.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
