WHEREAS, it is my desire that the land reform program of the
Government be implemented with maximum efficiency and speed;
WHEREAS, the distribution of the Land Transfer Certificates
to be issued pursuant to the implementing Rules and Regulations for Presidential
Decree No. 27 will be expedited if the Secretary of Agrarian Reforms is
authorized to sign and issue such Certificates in the name of and on behalf of,
the President of the Republic of the Philippines;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the
Philippines, by virtue of the powers in me vested by the Constitution, and
pursuant to Proclamation No. 1081 dated September 21, 1972, and General Order
No.1, dated September 22, 1972, do hereby authorized and empower the Secretary
of Agrarian Reforms to sign and issue the Land Transfer Certificates to be
issued pursuant to Presidential Decree No. 27 in the name and on behalf of the
President of the Republic of the Philippines.
This Decree shall take effect immediately; it shall be part of the law of the
land.
