WHEREAS, under Section Two of Presidential Decree No. 458,
as amended, it was provided that the Department of Public Highways shall be made
up of the immediate Office of the Secretary, the Planning Service, the
Administrative Service, the Financial and Management Service, the Project
Execution Service, the Legal Service and the Special Projects Service including
three bureaus, namely: (a) the Bureau of Construction and Maintenance, (b) the
Bureau of Equipment, (c) the Bureau of Barangay Roads, and the Regional and
District Offices.
WHEREAS, Section Nine of Presidential Decree No. 458
provides that the functions and composition of the Planning Service, the
Administrative Service and Financial and Management Service shall be in
accordance with those prescribed under Chapter 1, Part II of the Integrated
Reorganization Plan;
WHEREAS, the Department of Public Highways is involved in
all sectors of development wherein highway and airport infrastructure support is
a necessity;
WHEREAS, the present concept of development planning of the
government which considers economic, social and environmental aspects,
necessitates the expansion of the planning activities of the Department of
Public Highways in order to be responsive to the demands for the overall
development;
WHEREAS, there is a need to undertake a study and evaluation
of all highway and airport projects as to their economic and technical
feasibilities to adequately meet the transport requirements of the growing
economy;
WHEREAS, in view of the more comprehensive and exhaustive
planning, programming and research activities of the Department of Public
Highways, there is a need to expand its present Planning Service.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the
Philippines, by virtue of the powers in me vested by the Constitution, do
hereby, decree and order;
