SEC. 2. Section 5 of the same Act is hereby amended to read as follows: “SEC. 5. The Secretary of Health shall immediately include in the Department’s programs the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act.”
SEC. 3. Section 6 of the same Act is hereby amended to read as follows: “SEC. 6.
