SEC. 4. Article VIII in the Charter of the City of Bayawan is hereby amended and two (2) new sections shall be inserted to be known as Sections 51 and 52, which shall read as follows:
"ARTICLE VIII
"THE CITY FIRE STATION SERVICE, THE CITY JAIL SERVICE, THE CITY SCHOOLS DIVISION, THE CITY PROSECUTION SERVICE AND THE CITY REGISTRY OF DEEDS OFFICE

"SEC. 51. The City Registry of Deeds Office. — (a) There shall be established in the City a city registry of deeds office, which shall be under the supervision and control of the Administrator of the Land Registration Authority, pursuant to the provision of Section 7 of Presidential Decree No. 1529, otherwise known as the Property Registration Decree.
"(b) The City of Bayawan shall provide a suitable space or building for the office of the city register of deeds until such time as the same could be provided out of the national fund.
"(c) The Department of Budget and Management (DBM) is mandated to establish a full staff complement to support the registry of deeds until such time that the same shall be provided out of the national fund."
"SEC. 52. The City Register of Deeds. -(a) The city registry of deeds office shall be headed by a city register of deeds, who must be a citizen of the Philippines, a resident of the City, of good moral character, a member of the Integrated Bar of the Philippines and must have practiced law for at least three (3) years immediately preceding the date of the appointment.
"(b) The city register of deeds shall be entitled to such compensation pursuant to Republic Act No. 6758, as amended, otherwise known as the 'Compensation and Position Classification Act of 1989
"(c) The city register of deeds shall perform all the duties and functions as mandated under the provisions of the Property Registration Decree within the territorial jurisdiction of the City."
