SECTION 1. Appendix A, Projects J-000.30 and J-000.20 of Republic Act Numbered Fourteen hundred eleven are amended by transferring all the figures opposite financing Method 130 from under Bacolod City to Dumaguete so that these items shall read as follows: "J-000.30 Bacolod City— a.
