AN ACT CONSTITUTING THE PROVINCE OF CAGAYAN INTO TWO HIGHWAY ENGINEERING DISTRICTS.

Section 1

SECTION 1. Any provision of law to the contrary notwithstanding, upon the recommendation of the Commissioner of Public Highways and upon approval of the Secretary of Public Works and Communications, the Province of Cagayan shall be constituted into two highway engineering districts, the first engineering district to comprise the first congressional district and the second, to comprise the second congressional district.

Section 2

SEC. 2. Each engineering district shall have one highway district engineer who shall be appointed in accordance with existing laws.

Section 3

SEC. 3. Any provision of any law, rule or regulation the contrary notwithstanding, the minimum qualification for the position of district highway engineer as provided in Section one hereof, shall be Supervising Civil Engineer I.

Section 4

SEC. 4. This Act shall take effect upon its approval.
