SECTION 1. Any provision of law to the contrary notwithstanding, the fourth congressional district of Leyte shall be constituted into one highway engineering district, which shall be known as the Second Highway Engineering District of Leyte, with headquarters in Ormoc City.

AN ACT CREATING A HIGHWAY ENGINEERING DISTRICT IN THE PROVINCE OF LEYTE TO COMPRISE THE FOURTH CONGRESSIONAL DISTRICT.
SEC. 2. The city engineer of Ormoc City, and the disbursing officer of the Ormoc City engineering office shall be the ex-officio district engineer and the ex-officio disbursing officer, respectively, of said Second Highway Engineering District of Leyte. The city engineer, as ex-officio district engineer, shall receive an additional compensation of three thousand six hundred pesos per annum, while the ex-officio disbursing officer shall receive an additional compensation of one thousand two hundred pesos per annum, both payable from the Highway Special Fund or any available fund of the Second Highway Engineering District. The disbursing officer of the Second Highway Engineering District shall also serve as such of all the provincial fund allotments for provincial public works and/or roads and bridges.
SEC. 3. All existing laws or parts thereof, executive orders and administrative regulations contrary to the provisions of this Act are hereby repealed.
SEC. 4. This Act shall take effect upon its approval.
