SECTION 1. Any provision of law to the contrary notwithstanding, in all cases of violation of forest laws and regulations, one-half of the fine or surcharge impose shall accrue to the general fund of the National Government, and the other half, to the general fund of the municipality or municipal district where the violate was committed and the fine or surcharge collected.
