SECTION 1. Provisions of law, rules or regulations to the contrary notwithstanding, the President of the Senate, is hereby authorized to transfer from the unexpected balance of Paragraph IV-Special Purposes, Item 3, page 10 of Republic Act Numbered Five hundred and sixty-three, the sum of fifty thousand pesos to letter (a)-Senate Electoral Tribunal, same page, for its additional expenses and of its members, commissions, delegates and helpers, and such other necessary personnel as may be authorized by said Tribunal.

SEC. 2. This Act shall take effect upon its approval.
