Section 2
SEC. 2. The Department of Local Government, through the Sangguniang Panlalawigan of Tarlac and the Sangguniang Bayan of Bamban, is hereby directed to carry out the purpose of this Act.
Section 3
SEC. 3. This Act shall take effect upon its publication in at least two (2) newspapers of general circulation. Approved, (Sgd.) JOVITO R. SALONGA (Sgd.) RAMON V.
