Open ↗SEC. 2. The Secretary of Health shall issue the necessary rules and regulations for the effective implementation of this Act.
Section 3
Open ↗SEC. 3. The amount necessary to carry out the provisions of this Act shall be included in the General Appropriations Act of the year following its enactment into law and thereafter.
Section 4
Open ↗SEC. 4. This Act shall take effect upon its approval. Approved, December 24, 1994.
