Open ↗SEC. 2. The Department of Health, in consultation and coordination with the local government officials concerned, shall promulgate the rules and regulations necessary for the effective implementation of this Act.
Section 3
Open ↗SEC. 3. The amount necessary for the establishment of the hospital shall be included in the General Appropriations Act of the year following the enactment of this Act into law; thereafter, funds necessary for the maintenance and operation of the hospital shall be provided in accordance with the provisions of the Local Government Code or the applicable law at the time.

Open ↗SEC. 4. This Act shall take effect upon its approval. Lapsed into law on June 15, 1995 without the President's signature, pursuant to Sec. 27(1), Article VI of the Constitution.
