Section 1

SECTION 1. In commemoration of the birth anniversary of the late nationalist Benigno "Ninoy" S. Aquino, Jr., who was born and raised in the Province of Tarlac, November twenty-seven of every year is hereby declared a special nonworking public holiday in the Province of Tarlac, to be known as Ninoy Aquino

Section 2

SEC. 2. This Act shall take effect upon its approval. Lapsed into law on September 4, 1995 without the President's signature, pursuant to Sec. 27(1), Article VI of the Constitution.
