SECTION 1. January 22 of every year is hereby declared a special nonworking holiday in the City of Vigan, Ilocos Sur to commemorate its anniversary as a city.

SEC. 2. This Act shall take effect fifteen (15) days from its publication in at least two newspapers of heneral circulation in the Philippines. Approved, (Sgd.) JOSE DE VENECIA JR. (Sgd.)
